It should be every schools goal to have an All Hazards Plan (AHP) the is consistent with the model provided by Pennsylvania Emergency Management Agency (PEMA). That is the standard established for us in both School Code and Title 35. By clicking the link below you can review the model plan and the newer annexes for yourself. You shouldn't have to hire a consultant to do this. It is all pretty straight forward. PEMA MODEL.
If you haven't heard PEMA has updated their sample plan with a series a Annexes recently...so that means it is time for you to update your plan. If you currently have an AHP that is consistent with PEMA's model than this process will be quite simple. In fact you will be cutting and pasting several of your existing checklists (such as lshelter in place, evacuation and active shooter) from your current list of responses and moving them into the annex. Some of the annexes require some new information but none of the information needed seems particularly hard to gather. All in all its not a bad job to do.
While you are updating your plan with the newer annexes be sure to read the original plan and make sure it is current with leading practices and lessons you have learned. By reviewing the existing plan you will also satisfy the requirement to review your plan annually. Always document your review process. At a minimum create a signature page that would be signed each year by your Chief Executive and the Safety and Security Coordinator. You may need this document should you be subject to a Safe School Audit or litigation. Finally be sure to submit an updated copy of your plan to your county Emergency Management Agency in order to stay in compliance with School Code.
